INTRODUCTION

How about measures that not only would cost nothing to 3 levels of government?

And in addition would eliminate municipal expenditures regarding construction, maintenance and repair of the road network?

While having a road network in perfect condition!

While substantially reducing emissions of greenhouse gases and mortality caused by air pollution.

The Committee for ethical certification simply recommends applying the principle of user pays and benefit from the lower cost of petrol to set up a gasoline tax that will cover all these costs.

Therefore, increased revenues for the city and reduced spending for Montrealers taxpayers.

FIRST STAGE :

Stop subsidizing any form of transportation using fossil and nuclear energies.

Ask all levels of government and all foreign governments to do the same since pollution does not have an exclusively local source.

SECOND STEP :

Stop subsidizing transport to reduce the consumption of fossil fuels.

Applying the principle of user pays.

By implementing a fuel tax that covers all construction costs, maintenance and repair of roads and bridges.

Ask all regions do the same, or even better, a federal law, Provincial otherwise oblige them, to prevent regions from being penalized by disparities in pump prices.

And of course, encourage all countries to do the same.

How to finance road costs?

This is not to municipal governments, provincial and federal finance the work, maintenance, repair and construction of infrastructure such as bridges, tunnels and roadways.

It is used to the road to pay for all costs.

We need incentives taxes on harmful products and services (TPSN) to reduce the level of pollution.

-It must also replace gasoline taxes by dedicated taxes 1:

The formula is simple :

annual cost of road work

(total maintenance, repair and construction)

_______________________________________________ = x cent per liter of petrol

Number of liter of gasoline sold annually

Just do an annual assessment of costs required to rehabilitate the road network to make it safe for all road users.

So just set up a road tax for road users only. reviewed annually.

It is not for pedestrians and cyclists to pay for bad roads, nor for the construction of new road networks, to meet the demand, through municipal taxes, provincial and federal.

Heavier vehicles should pay a larger share of repair costs because they damage more roads. That allows a gas tax rather than a toll.

This requires that the real cost of the road network is reflected in the price of gasoline.

This would be an argument for the abolition of tolls on the bridge that would facilitate the arrival of commuter to shop in Montreal. Instead of a toll system that would slow them came.

This will also increase the cost of using inefficient vehicles so, more pollutants. To encourage people to buy smaller cylindered, or even better, electric vehicles. And that will have a positive environmental impact by reducing passenger automobile use and encouraging people to use less energy or mass transit vehicles.

And those who travel longer distances will be encouraged to move closer to their workplace or to pay for an extensive road network. This will encourage more workers to live in Montreal for close to their work.

This tax must be managed by a regional independent body (multiple-part : government, citizen, association automobile, etc.) who will be responsible managed the tenders for maintenance, repair and construction of road networks. And whose mandate will be to ensure that the road network is safe at all times. Making an annual assessment of work involved and gasoline taxes to be levied to cover the cost of expenses and interest on construction loans. And promoting the most economical long term work with top construction quality.

THREE STEPS :

Increased transit service.

Following the establishment of the previous measurement, the amount of motorists could reduce substantial way.

We must therefore see to increase the presence of transit to meet the demand, and first and foremost, sufficient for current demand.

FOURTH STEP :

Stop subsidizing public transit.

transit subsidy, as the grant of transport in general (by not paying the real cost of the bridges and roadway for motorists) encourages urban sprawl.

Do as Japan and make people pay according to the distance traveled by public transport.

To charge the actual cost of public transportation would push people to live closer to their work reducing thereby the pressure on public transit. By reducing the distances traveled, it is possible to reduce the number of vehicles required at peak times.

However, to keep the accessible transit, must require a federal or provincial law that legislates the salaries and benefits of the public sector to the private sector with parity. To prevent the working poor pay their monthly passes twice too expensive because of the blackmail that is made by the unions to general government.

It is shameful that a person working at minimum wage to pay his monthly passes twice too expensive to cover the salary of a subway sweeper, almost 100 000 $ a year including benefits.

-Stop the development of the underground metro network. Users lose 5 to 10 more minutes to descend and ascend. Finally move in a gray concrete tunnel. The gray tunnels should be reserved for motorists-polluters.

-Prefer tram or monorail suspended construction that may be a first step towards inter-city transport. Pie-IX Boulevard is a favorite site for such transport.

Replace the development of the metro by a surface tram network.

Advantages :

1- The tram costs a fraction of the cost metro and therefore allows covering so much more km for the same cost. If Metro had not been built throughout the city would now covered tram and the number of users would be much higher.

2- It is possible to synchronize the traffic lights with transmitters that would roll trams as fast as subways at a fraction of the price.

3- Users can see the sun instead of seeing gray and dark corridors.

4- tram saving time:

no need to 5 minutes to get to the subway.

no need to 5 minutes to down stairs

not need more minutes to climb stairs.

We jump into the first tram that passes. It is a money and time saving for users.

5- And tram provides greater visibility of the transport network in common so, attract more users. That is to say that there would be fewer motorists.

-Electrify quickly buses.

-Buy driverless buses to reduce the cost of transportation to a minimum while eliminating accidents.

STEP FIVE :

Insist that we put in place at the provincial, or ideally the federal) a tax on harmful products and services (TPSN).

The most important tax is the tax for the rational education of citizens :

-We must therefore establish a TPSN of 100% (or more to make up for harm done to date) on car advertising, oil, etc. to finance social advertising to encourage people to walk, travel by bicycle or other means of locomotion and environmentally live close to work. To counteract car advertising that influences much of the population to have an unhealthy lifestyle for themselves (causing diabetes, overweight, heart disease, back pain, accidents, etc.) and their fellow citizens (accidents, Pollution, etc.)

1- It takes a tax, the minimum rate of 100%2, advertising for petrol vehicles and fossil fuels.

To fund lifestyle advertising and ongoing advertising campaign to educate citizens :

-Transit costs 10 times cheaper to use than the automotive.

-Than to live close to work (for example in Montreal) cheaper than living in the suburbs.

-Indicating also that not having a car is a personal economy 10 000 $ per annum, and therefore collective of several billion per year.

-That does not therefore have reduced automobile automotive imports and essences of several billion dollars per year that can be reinvested in the local economy.

-Active transportation (walking, the bicycle, etc.) contributes to health, wellness and the local economy.

2- That TPSN also included a health tax that covers the health care required by accidents and pollution from gasoline vehicles to cover care :

A- road accident.

B- health care generated by the automotive for motorists themselves due to lack of exercise caused by misuse of the automobile (diabetes, overweight, Heart Disease, back pain, etc.)

C- and especially health care for people sickened by pollution.

This tax will be presented in full at the Ministry of Health.

The formula is simple :

Annual cost of health care

(caused by accidents and pollution)

_______________________________________________ = x cent per liter of petrol

Number of liter of gasoline sold annually

This will reduce provincial tax or an increase in health services.

3- That TPSN also included a tax revenues covering the taxes lost by the three levels of government when people are sick, incapacitated or die prematurely because of accidents and pollution causing vehicles:

A- of working days lost by accident victims.

B- and people unable to work because of diseases related to automobile use.

C- And disability in people to work because of road pollution.

D- the loss of revenues by the premature death of accident victims.

E- and dead people prematurely because of pollution generated by road.

These amounts will be provided to finance services 3 levels of government.

The formula is always simple :

Annual Cost of revenues lost by 3 levels of government

(caused by accidents and pollution)

_______________________________________________ = x cent per liter of petrol

Number of liter of gasoline sold annually

Note that the TPSN could be excluded from the outset on vehicles with anti-collision system (therefore leadless) regarding accident Rates.

4- That TPSN also included a traders tax which serves to compensate the traders to cover their loss of revenues during road works caused by over-consumption of road transport.

The formula is always simple :

Cost of lost revenues traders

(caused by road works)

_______________________________________________ = x cent per liter of petrol

Number of liter of gasoline sold annually

All taxes is intended to raise awareness of the real blow to users of the road network, making them pay in full the additional cost in order to encourage them to reduce the use of private vehicles.

In this way the TPSN contribute to reducing the use of gasoline vehicles and general vehicles.

STEP SIX :

Require a permit for all parking on streets3.

Increase the number of parking meters for visitors without a permit.

In residential areas until 66% in area of streets used exclusively for street parking.

We must apply the principle of user pays with parking permits that cover the construction costs, interview (sweeping and snow removal) and repair of streets and land rental.

This is not the citizens who make the environmental choice of being pedestrians and cyclists to pay taxes to provide free parking on streets motorists.

This is a pure aberration.

STEP SEVEN :

Develop the cycle network on all major arteries :

Stop spending unnecessary costs to put bike lanes on side street.

-Accidents occur on main roads.

-Cyclists should have direct access to grocery stores, local shops and workplaces safe way.

-The cost of bike paths, by user, costs a fraction of the cost auto voice.

-Bike paths contributed to local economies by supporting local businesses.

-Make do and bike paths… their snow removal by cyclists!

Do no raised bicycle paths (not to make the same mistake on Christophe-Colomb Street). A cyclist is not a motor vehicle. The surface should be as flat as possible, without raising and lowering to be practicable by all.

-No bike path curve (do not make the same mistake that the current street Notre Dame, etc.) A bike path should be as straight as possible in order to limit the distances. Otherwise cyclists pass right anyway and leave the bike path.

EIGHTH STEP:

-No urban area highway. All major cities bury highways in order not to break the urban fabric.

-And not lose property tax revenues with the built surface.

-If following the above measures the road network is still overloaded, consideration should be given to increasing the number of lanes of underground way to make the traffic flow, so, cleaner.

Again all these expenses should not be at the expense of taxpayers. The constructions of expenditure must be seen as previously using a gas tax.

The landfill would install particulate filtration systems to reduce urban pollution and therefore, mortality.

Initially it would bury all highways (Décarie, metropolitan, Our Lady, etc.) then build underground highways under the streets that are still congested, even after the implementation of the preceding steps. Particularly in the Ste-Catherine, St-Denis, St-Laurrent, etc.

With the increasing population of the metropolitan area will inevitably one day increase the number of motorway and it will soon be underground in the north-south east of Mount Royal to traffic and fluidized and reduce pollution.

human street with underground highway

NINTH STEP :

Banning the sale of gasoline vehicles.

For the transition to green vehicles, to be as soon as possible we must ban the sale of gasoline vehicles in the shortest possible time in the Montreal area and ask the provincial governments, Federal and internationally to do the same worldwide.

Especially since it is expected that by 2020 electric vehicles could cost less than gasoline vehicles.

We must therefore break the habits of people as quickly as possible by banning the sale of any new vehicle to gasoline and to prevent the registration of any vehicle used for imported gasoline4.

So the species vehicles all end up as scrap by 10 years or… at the Museum!

And compel those who would keep their vehicles more 10 years to convert an electric motor.

TENTH STEP :

Installation of charging stations in the central districts.

In all neighborhoods with street parking, it is difficult for residents to make the transition to electric vehicles because of the lack of private parking with the possibility of installing a private charging station.

It takes on street charging stations to encourage people to make a choice environmentalist when buying their next vehicles.

These charging stations could be installed, priority, where there is a public demand. If a resident wants to buy an electric car, for example.

These charging stations could be a source of additional revenues to the city in order to pay part of the cost of the road network by electric vehicles.

It's terminals could be made profitable optimal manner including using a mobile app and website that indicates to users when their vehicle is fully loaded to release the parking space in front of the terminal and notify neighbors when a space parking to recharge is released.

SNOW REMOVAL :

A- Divide the snow loading service in three areas :

1- main arteries with bus network (including bike paths should normally find it.

2- Narrow streets.

3- wide streets.

Snow load at different times on different arteries would allow economies of scale and reduce air pollution and noise pollution.

The wide streets requiring less frequent shipments would save costs because it is possible to expect that either fall more centimeters of snow before loading.

The main arteries, with bus and cycle tracks, constituting emergency arteries, could be plowed more frequently.

Loading the snow on the narrow streets could be made more frequently than on the wide streets.

For example loading the snow could be done after the fall of 10 centimeters on main arteries with bus and cycle paths.

20 cm on the narrow streets.

40 centimeters wide streets.

B- Keep winter parking restrictions would push snowbanks against sidewalks :

-Which would make easier the parking of vehicles would no longer need to cross a snow bank every time they want to park or leave.

-Reducing the required number of snow loads, including the wide streets.

-Reducing ice sheets that form in the cycle area and the area emportiérage. Making cycling safer in winter.

-Allows for loading the snow over a longer period, So without having to do it at night, to offer greater tranquility to residents. And lets do it with less equipment. What would do or have it done cheaply.

-would expect a higher level of precipitation 5 to 10 centimeters prior to loading.

-would clean the streets with sweepers, and summer, when there is no snow on the ground. In order to keep the cleanest city throughout the year.

-Reducing the number of loading also reduce pollution.

C- Do not load the last snow and avoid loading the snow before a warming period in order to allow to melt on the spot.

ENVIRONMENT :

If we want that motorists reduce car use they must bear the real cost.

We repeat :

This is not the citizens who make the environmental choice of being pedestrians and / or cyclists to pay for bad roads, or the construction of new roads through municipal taxes, provincial and federal.

It's not for people who have a concern for the environment and that make an individual effort to be penalized by paying for roads.

With a sustainable development approach, it is illogical and inconceivable to ask for pedestrians and cyclists to pay the costs of extensive road network.

DUTY OFFICERS :

The first duty of leaders and leadership is to see to the safety, health and life of all citizens.

  1. The automobile kills millions of people each year worldwide. Are outside these highways should be banned or at least restricted to the maximum with speed limits, as following, city to limit emissions :

Since the impacts to 50 km / hour and more are mortal and that motor vehicle drivers tend to exceed the speed limit 10 km / h Here are the proposed limits:

    1. Maximum 40 km / h on the boulevards, free car parking, Offerors and visibility for pedestrians and children that may arise on the road. Protective barriers should be built on these boulevards to protect pedestrians cons drivers lose control of their vehicles that could be on the sidewalk.

    2. Maximum 30 km / h on the streets and avenues.

    3. Maximum 10 km / h on the narrow streets, the streets, in parking lots private or public.

    4. Sidewalks should be reserved for pedestrians. The streets should be accessible to any mode of transport on wheels. And not just for bikes. But, also the skates, skateboards, scooters, Wheelchair, electric vehicles of all kinds, etc.

    5. Any public or private building (be it residential or commercial) must offer, or even better 2, safe bike parking spaces (with protection 2 wheels), front, for each 100 m2. If the front space is not available the city should expand the sidewalks in order to develop permanent bicycle parking spaces 12 months a year. The city must provide bike parking free only. Instead of parking for motor vehicles.

  1. Pollution kills millions of people each year worldwide.

    1. The best way to reduce pollution is first and foremost not funding not the road network, either in whole, partly or.

    2. We must apply the polluter pays principle in order to minimize the use of polluting vehicles, particularly passenger cars, by charging the actual cost of the road network to its users.

    3. We must educate citizens to rational thinking face the dogmas of the automobile by countering the propaganda of automobile manufacturers and oil depleting we collectively billions of dollars each year with deadly transportation habits.

Any breach of these 2 basic principles of the leaders is a serious crime, against humanity, making them complicit in killings and attacks on the integrity and health of citizens. With legal measures needed to be taken.

ETHICS CERTIFICATION

The city should make it a policy to apply for Ethical certification and engage in improving its grade ethical evaluation each year with commitments and deadlines close.

The city should commit to being a global leader in its Ethical certification and should encourage all levels of government of all countries to compete with each other to reach heights in ethical management of materials.

ABSTRACT

Leaders and leaders should take all measures at their disposal to reduce the use of gasoline vehicles to a minimum immediately and eliminate them in the shortest time.

It is therefore logical to think that the above measures should be put forward in the first place since the savings since its measures are zero cost to all levels of government.

This is money that could be reinvested in green transportation, as bike paths.

Imagine the amount of bike paths that you could do with the budget of the road in one year?

-Besides reducing health costs and therefore, best be citizens.

-The reduction in early mortality. Therefore, rising tax revenues and tax levels of government.

-The reduction in car imports and therefore oil, a regional collective enrichment.

-This means more short tax revenues and medium term for the different levels of government.

The price of gasoline is at its lowest in years. This risk, in itself, to cause an unprecedented environmental disaster if people do not reduce their use of all pollutants transport and continue to buy vehicles to species.

So it's now or never put in place a taxation system that would cover all road costs.

Which would at the same time in the city to save money that would enable it to repay its debt as quickly as possible to, possibly, grant reductions in property and business taxes.

At first what is required is to hit zero. There is no reason not to implement all these measures.

This text is somehow a notice asking all leaders to stop making what the auto lobby to demand for decades.

Pollution kills and it is illegal to kill.

As there is no minimum threshold of pollution that is harmless :

Any leader who does not put up, as soon as possible, measures to eradicate, completely (and not partially) all forms of pollution, will be prosecuted for crimes against humanity.
